AMENDMENTS.

(1) for rule 24-A, the following rules shall be substituted, namely:-

"24-A.Application for grant or renewal of a passport (1) A Government servant shall, apply for the grant or renewal of a passport, only after giving prior intimation letter to the notified authority, through IFHRMS, in such form and manner as prescribed by the Ministry of External Affairs from time to time.

(2) Only in cases of emergency, the notified authority may, on an application submitted by a Government servant in Form-l in Schedule-III appended to these Rules, Issue Identity Certificate or No Objection Certificate for grant or renewal of a passport in such form and manner, as prescribed by the Ministry of External Affairs from time to time.

Explanation:- For the purpose of this rule and rule 24-B, 'notified authority' means the authority as may be notified by the Government and the Government may notify different authorities for different departments or classes of posts:

Provided that where no such authority is notified, the appointing authority concerned shall be the notified authority.

24-B. Obtaining No Objection Certificate for undertaking a foreign trip.-

A Government servant shall undertake a trip to a foreign country only after obtaining No Objection Certificate from the notified authority. Application for obtaining No Objection Certificate shall be submitted in Form-l in Schedule-III appended to these Rules and the notified authority may issue the No Objection Certificate-In Form-II in Schedule-III appended to these Rules:

Provided that the Government servant shall not leave India for seeking employment abroad without the prior permission of the Government:

Provided further that the Government servants proceeding on Haj Pilgrimage to Saudi Arabia through Tamil Nadu Haj Committee on "Temporary Haj passport with a validity of eight months for Saudi Arabla" and those proceeding on Jerusalem Pilgrimage through Government Schemes are exempted from obtaining No Objection Certificate.";

(2) in Schedule-III,-

(a) in Form 1,-

(i) for the expression "(see rule 24-A)", the expression "(see rules 24-A and 24-B)" shall be substituted;

(ii) in the heading, after the expression "IDENTITY CERTIFICATE", the expression "/"NO OBJECTION CERTIFICATE" " shall be inserted;

(iii) below the heading as so amended, after the expression, "(To be filled by the applicant)", the following expression shall be inserted, namely:-

"(Serial numbers 3, 4 and 5 need not be filled by the applicant in case of application for grant or renewal of passport)";

(b) Form-ll, Form-III and Form-V shall be omitted;

(d) in Form-ll, as so re-numbered, for the expression "(see rule 24-A)", the expression "(see rule 24-B)" shall be substituted.

(2) அவசரகால சூழ்நிலைகளில் மட்டும், அறிவிக்கப்பட்ட அதிகாரி, இந்த விதிகளில் இணைக்கப்பட்ட அட்டவணை-III இல் உள்ள படிவம்-1 இல் ஒரு அரசு ஊழியரால் சமர்ப்பிக்கப்பட்ட விண்ணப்பத்தின் பேரில், வெளியுறவு அமைச்சகத்தால் அவ்வப்போது பரிந்துரைக்கப்பட்ட படிவம் மற்றும் முறையில் பாஸ்போர்ட் வழங்க அல்லது புதுப்பிக்க அடையாளச் சான்றிதழ் அல்லது தடையின்மைச் சான்றிதழை வழங்கலாம்.

அறிவிக்கப்பட்ட அதிகாரியிடமிருந்து ஆட்சேபனையின்மைச் சான்றிதழைப் பெற்ற பின்னரே ஒரு அரசு ஊழியர் வெளிநாட்டுப் பயணத்தை மேற்கொள்ள வேண்டும். ஆட்சேபனையின்மைச் சான்றிதழைப் பெறுவதற்கான விண்ணப்பம் இந்த விதிகளுடன் இணைக்கப்பட்ட அட்டவணை-III இல் உள்ள படிவம்-1 இல் சமர்ப்பிக்கப்பட வேண்டும், மேலும் அறிவிக்கப்பட்ட அதிகாரி இந்த விதிகளுடன் இணைக்கப்பட்ட அட்டவணை-III இல் உள்ள ஆட்சேபனையின்மைச் சான்றிதழை படிவம்-II இல் வழங்கலாம்:

அரசாங்க ஊழியர் அரசாங்கத்தின் முன் அனுமதியின்றி வெளிநாட்டில் வேலை தேடுவதற்காக இந்தியாவை விட்டு வெளியேறக்கூடாது:

மேலும், "சவுதி அரப்லாவிற்கான எட்டு மாத செல்லுபடியாகும் தற்காலிக ஹஜ் பாஸ்போர்ட்டில்" தமிழ்நாடு ஹஜ் குழு மூலம் சவுதி அரேபியாவிற்கு ஹஜ் யாத்திரை மேற்கொள்ளும் அரசு ஊழியர்களும், அரசுத் திட்டங்கள் மூலம் ஜெருசலேம் யாத்திரை மேற்கொள்பவர்களும் தடையில்லாச் சான்றிதழ் பெறுவதிலிருந்து விலக்கு அளிக்கப்படுகிறார்கள்.";

(2) அட்டவணை-III இல்,-

(அ) படிவம் 1 இல்,-

(i) "(விதி 24-A ஐப் பார்க்கவும்)" என்ற சொற்றொடருக்குப் பதிலாக, "(விதி 24-A மற்றும் 24-B ஐப் பார்க்கவும்)" என்ற சொற்றொடரை மாற்ற வேண்டும்;

(ii) தலைப்பில், "அடையாளச் சான்றிதழ்" என்ற சொற்றொடருக்குப் பிறகு, "/"எந்த ஆட்சேபனையும் இல்லை சான்றிதழ்" " என்ற சொற்றொடரைச் செருக வேண்டும்;

(iii) அவ்வாறு திருத்தப்பட்ட தலைப்பின் கீழ், "(விண்ணப்பதாரரால் நிரப்பப்பட வேண்டும்)" என்ற சொற்றொடருக்குப் பிறகு, பின்வரும் சொற்றொடர் செருகப்பட வேண்டும், அதாவது:-

"(பாஸ்போர்ட் வழங்க அல்லது புதுப்பிக்க விண்ணப்பித்தால் விண்ணப்பதாரர் வரிசை எண்கள் 3, 4 மற்றும் 5 ஐ நிரப்ப வேண்டியதில்லை)";

(ஆ) படிவம்-1, படிவம்-III மற்றும் படிவம்-V ஆகியவை தவிர்க்கப்படும்;

(ஈ) படிவம்-2 இல், அவ்வாறு மறு-எண்ணிடப்பட்டபடி, "(விதி 24-A ஐப் பார்க்கவும்)" என்ற சொற்றொடருக்குப் பதிலாக, "(விதி 24-B ஐப் பார்க்கவும்)" என்ற சொற்றொடரைப் பதிலீடு செய்ய வேண்டும்.
